The Cross River State Government has signed a 25-year concession agreement with Living Curation Real Estate Limited for the comprehensive redevelopment and management of the Obudu Mountain Resort, one of Nigeria’s most iconic tourism destinations. The agreement marks a major step in the state’s efforts to restore the resort to its former status as a premier eco-tourism and hospitality destination while attracting significant private-sector investment into the tourism sector.
The concession follows the state government’s termination of the previous management agreement earlier in 2025 after citing unmet contractual obligations by the former concessionaire. Following the takeover, the government-initiated plans to identify a new strategic investor capable of undertaking a comprehensive rehabilitation and long-term management of the resort.
Under the new agreement, Living Curation Real Estate Limited will be responsible for rehabilitating and modernising the resort’s hospitality infrastructure, accommodation facilities, recreational amenities, and supporting tourism assets. The redevelopment is expected to transform the resort into a world-class destination capable of attracting domestic and international tourists while improving service delivery and operational efficiency.
The redevelopment programme will include the renovation of existing facilities, construction of new hospitality infrastructure, enhancement of leisure attractions, and improvements to supporting infrastructure such as access roads, utilities, and visitor services. State officials said the project forms part of a broader strategy to reposition tourism as a key driver of economic diversification and sustainable development in Cross River State.
Speaking on the agreement, Governor Bassey Otu reaffirmed his administration’s commitment to restoring Obudu Mountain Resort as one of Africa’s leading tourism destinations. He noted that the concession demonstrates the government’s preference for partnering with experienced private investors to revitalise strategic public assets while creating long-term economic value for the state.

Industry analysts believe the redevelopment will generate substantial economic benefits through increased tourist arrivals, job creation, and higher private investment in hospitality, transportation, and related services. A revitalised Obudu Mountain Resort is also expected to strengthen Cross River’s position as Nigeria’s leading tourism destination and stimulate business opportunities for local communities and tourism operators.
The project aligns with the Cross River State Government’s broader investment strategy, which seeks to expand the state’s tourism economy by rehabilitating major attractions and encouraging public-private partnerships in infrastructure development. If successfully implemented, the concession could serve as a model for the revitalisation of other public tourism assets across Nigeria.
